Most vanilla Minecraft blocks may be used in the construction of runes. Each block has been assigned a tier value based on their rarity and difficulty to obtain, which affects the potency of the rune. Rarer and more valuable materials are usually higher tier, while more common and easy too obtain blocks provide little potency. So called Tier 0 blocks, including air, are typically completely ignored when creating runes.
